The successful completion of the three phases CDSP-I, II and III resulted in a number of lessons learned which were important and encouraging for formulation of the CDSP-IV project.
CDSP-IV
Project’s Name: Char Development and Settlement Project-IV (CDSP-IV).
Duration: Started March 2011 for the period of 6 years.
Working Area: Char Nangulia, Noler Char, Caring Char, Urir Char and Char Ziauddin of Noakhali and Chittagong Districts of Southern Bangladesh.
Area under Operation: 30.000 hectares
Population: 155,000. Households: 28,000
Objective:
The overall objective of the project is to reduce poverty and hunger for poor people living on newly
accreted coastal chars, which will be achieved via improved and more secure livelihoods. The purpose is therefore to improve and enhance the security of the livelihoods of the settlers in the project areas. This applies in particular for the 28,000 households in the CDSP IV project areas.
The purpose would be achieved through the following outputs:
_ effective management of water resources, protection against tidal and storm surges, improved
drainage;
_ climate resilient internal infrastructure for communication, markets, cyclone shelters, provision of
potable water and hygienic sanitation;
_ provision to the settlers of a legal title to land;
_ improved livelihoods and household resilience;
_ institutional development in order to create an enabling institutional environment;
_ knowledge management through undertaking and disseminating surveys and studies and by learning from and contributing to ICZM efforts.
Project Agencies:
Through a combination of interventions of the six implementing agencies, the project seeks to provide security to the poor people living in the project area. The implementing agencies are: 1) Bangladesh Water Development Board (BWDB).
2) Local Government Engineering Department (LGED).
3) Department of Public Health Engineering (DPHE).
4) Ministry of Land (MoL).
5) Department of Agriculture Extension (DAE).
6) Forest Department (FD)
In addition four contracted NGOs are responsible for the implementation of the component of social and livelihood support. The NGOs are: Brac, SSUS, SDI and DUS.

Protection from Climate Change:
(It includes two sub-components: Water Management and Social Forestry)
Water Management:
It is being implemented by the Bangladesh Water Development Board (BWDB).Water management activities will protect land on three of the five chars (Char Nangulia, Noler Char and Char Ziauddin) from tidal and storm surges, and improve drainage system. In these chars the project will construct 54 km of embankments, six sets of sluice gates, 13 closures; WMG/LADC shed 31 nos and 279 km of drainage channels. The other two chars (Caring Char and Urir Char) are not yet mature or stable enough to be protected by embankments, but limited work to improve the drainage will be carried out.
Social Forestry:
It is being implemented by the Forest Department. To complement embankments CDSP IV will establish protective plantations of trees on mud flats, foreshores and embankments using a social forestry approach. In total 41.5 km of embankment plantation, 300 km road plantation, 995 ha of block and foreshore plantation, and 4000 ha of mangrove plantation would be established involving 401 Social Forestry Groups with 11,025 members.
Climate-resilient Infrastructure:
It includes two sub-components: Internal Infrastructure and Water and Sanitation
Internal Infrastructure:
It is being implemented by the Local Government Engineering Department (LGED). Infrastructure for communications, market access and cyclone protection will be built on all five chars and some neighbouring chars. This will include 160 km of roads, 25 bridges, 88 culverts, 60 cyclone shelters-cum schools, 22 killas (for cyclone refugee’s livestock), 9 markets,
